Raised gesso is a technique where you lay down layer after layer of a paint called gesso. After sanding the raised surfaces smooth, you then lay your gold leaf. The height of the gold gives it the appearance of being made up of solid bands of metal. The raised gesso in this painting is made up of 18 layers, and is raised to a height of approximately 3mm.
